Gambling activities which (in contrast to lotteries) are accessible only to relatively small numbers of players and which meet the defining criteria of neither sports betting nor skill-based game nor small-scale game belong in the jurisdiction of the Confederation and are thus the responsibility of the Federal Gaming Board FGB.
